Tsukimidai Nariwai Housing

The former municipal Tsukimidai Housing in Taura was located on an elevated hill overlooking Tokyo Bay, about a 10-minute walk from JR Taura Station, at the top of a winding road shaped like the Japanese hiragana "の." The site comprised a cluster of 58 single-story houses spread over 3.3 acres.

Before the construction of the municipal housing, the area was primarily farmland. Going back approximately 700 years, it is said that a vassal of the Kamakura shogunate had a secondary residence here. One theory holds that the name "Tsukimidai" (“moon-viewing terrace”) comes from the local lord enjoying moon gazing from this spot. The flat land on this hill is also known as “Shironodai” (“castle platform”), and to this day, locals affectionately refer to the area as “Shironda.”

Although now appreciated for its scenic views across Nagaura Bay, during WWII the area was off limits, and occupied by military barracks and gun batteries overlooking the bay.

In 1960, the City of Yokosuka developed the area into a municipal housing complex, and it became a thriving residential community. However, in fiscal year 2020, the city decided to phase out the housing, and it has remained uninhabited since then.

In 2023, ENJOYWORKS Co., LTD was selected as the official revitalization partner for the former Tsukimidai Housing. Through a public-private partnership, the once-vacant houses and surrounding unused land are being reborn as a “Nariwai Living Town” — a community where homes double as small businesses, integrating daily life and work.

”Nariwai Housing” is the cornerstone of the Tsukimidai redevelopment project, encapsulating a lifestyle where living, working, and creating coexist harmoniously.

NARIWAI / なりわい, a Japanese term meaning “livelihood” or “one’s way of life,” represents a lifestyle where living, working, and creating are seamlessly integrated. This innovative concept transforms traditional housing into spaces that inspire both productivity and creativity.
